Trout Creek Community Centre

 

The Trout Creek Community Centre (TCCC) is located at 181 Main Street West in Trout Creek. The Municipality of Powassan is currently working on a plan for remediation of the TCCC, with the support of an Advisory Committee comprised of professional community members. Bookings for the Centre for the 2025/2026 season will not be considered until after the engineer's report is provided to Council at the September 2, 2025, Regular Meeting of Council.

An update from Mayor McIsaac, July 21, 2025:

Tuesday July 15th Council awarded the RFP for the Trout Creek Community Centrer to Tacoma Engineers The scope of the Work and timelines are as follows.
 
Phase 1: Structural Assessment and Recommendations
 
Phase 1 will begin with a kickoff meeting with the Municipality to establish project goals and investigative priorities. This will be followed by a site visit to assess the structural condition of the interior and exterior columns, temporary support posts, and other relevant elements, along with a review of all available documentation. Two reports will be provided: one addressing the temporary supports with the proposed solution, Class C cost estimate, and timeline, and another outlining the permanent remediation strategy and schedule, concluding with final recommendations and limitations.
 
Phase 1: Structural Assessment and Recommendations Report on the remediation of the temporary support posts: August 29, 2025
 
Phase 1: Report on the permanent remediation of the interior and exterior wood columns: September 26, 2025
 
Phase 2: Preliminary and Detailed Design
Phase 2 will involve the preparation of Issued for Tender and Building Permit (IFTP)-level drawings and specifications for the full remedial scope. Tacoma Engineers will provide regular progress updates and meet with the Municipality at the 90% completion stage to review the working drawings and specifications. An updated cost estimate for the remedial work will also be submitted at this stage.
 
Phase 2: Preliminary and Detailed Design 60 days
 
Phase 3: Tender and Procurement Support
In Phase 3, Tacoma Engineers will prepare the tender documentation and assist with addressing bidder questions and technical inquiries during the procurement period. The Advisory Committee will also support the Municipality in reviewing submissions and provide recommendations for contractor selection. This phase ensures a smooth transition from design to construction procurement.
 
Phase 3: Tender and Procurement Support 30 days
 
Phase 4: Construction Administration
Phase 4 will encompass full contract administration services from contract award through to the end of the warranty period. This includes regular site inspections with follow-up reports, attendance at site meetings, management of changes and clarifications, and oversight of payment certifications. Tacoma Engineers will also manage project closeout procedures including substantial completion, deficiencies, occupancy review, total completion, and the one-year warranty review.
 
Phase 4: Construction Administration 18 weeks (approx. 126 days) ##

An update from Mayor McIsaac, July 4, 2025: 
 
I have had a few question over the past week regarding the status of the Trout Creek Community Centre.
The Municipality has worked with a group of industry professionals from our community and tendered a Request For Proposal (RFP).
The main focus of the RFP is to review the interior and exterior suport columns of the TCCC. We are also providing a review to determine if the work that was performed in the fall of 2024 would enable the municipality to operate the TCCC this up coming winter season.
The RFP Tender closes on July 10th. A review will be completed and a recommendendation will be put forward to Council on at the July 15th Council Meeting.
